Registration of new graduates for the 2016-2017 academic year
Access to higher education and training is open to bachelor's degree holders or equivalent foreign equivalent.

Terms and conditions
The orientation towards higher education and training is ranked according to the following four parameters:

the wishes expressed by the holder of the bachelor's degree,
-
the series and the results of the baccalaureate: general average of the baccalaureate, mention and the note of the essential subjects,
-
the capacity of higher education and training institutions
-
Geographic constituencies.
To participate in the ranking, certain areas of training,
training courses and preparatory classes require a minimum general average
at the baccalaureate level. This average does not automatically open the right to a definitive registration.
This ranking is based on the general average obtained at the baccalaureate level.
Additional preregistration conditions are required for access to certain areas of training, training courses and preparatory classes.
In addition to the previous conditions, access to certain courses (Institutes of Sciences and Applied Techniques, "Sciences
and Techniques of Physical and Sports Activities", Higher Normal Schools) is subject to the
presentation of a medical certificate of good health or an interview with a jury.
Pre-registration, orientation and recourse of new graduates are exclusively online. To carry out these operations, three
websites are available to new graduates:

The holder of the bachelor's degree must complete, online, a greeting card available on the dedicated websites, in accordance with the general rules defined in the appendices 02 to 08.
It must include in descending order six (06) possible choices among the training areas of the LMD system and / or the preparatory classes and / or national recruitment courses and / or the schools and / or the branches of the medical sciences and vets in which he would like to register. In his greeting card, the holder of the bachelor's degree must mention in at least one of his six (6) choices, a branch LMD dispensed in a university.
As a reminder, the greeting card is transmitted, exclusively electronically, through the dedicated websites.
Online pre-registration is compulsory for all Bachelor's graduates. Any bachelor who has not completed and completed his online pre-registration within the time limits, will lose any opportunity to enroll in a sector of his choice.
In the event of absence to the obligatory maintenance for certain sectors, the bachelor will lose any possibility to register in another sector of his choice.
Data processing
The national computerized treatment will take care of all the greetings cards of the new graduates, seized
and transmitted online. Based on the combination of the four preregistration and orientation parameters, this treatment
leads to satisfying each of the new graduates in one of its six choices.
In the particular case where none of the six (06) choices could be satisfied, it is proposed to the new
bachelor concerned an assignment in a field of training or a training course.
The results of the national computerized treatment are made available to graduates on dedicated websites.
By consulting one of these sites, the bachelor will be aware of his assignment. He will then appear at
the establishment of his assignment, to deposit his registration file, pay his registration fees, withdraw the confirmation
documents of his final registration and take note of the teaching program.
Geographical districts of registration
The geographical registration of new bachelor graduates in the fields of training and training courses, as defined in the corresponding annexes, can be modified to ensure a better allocation of new bachelors, in higher
education institutions, offering more capacity for reception, supervision and accommodation.
In particular, for the institutes and certain "sensitive" sectors, the national recruitment streams, the
national higher schools and the branches of the medical sciences, the bachelor can be assigned to any higher
education establishment of the national territory according to the availability of 'Home.
Recourse
In the case of an assignment that does not meet any of the six (06) choices expressed in the
card, the new bachelor can bring an appeal exclusively online according to the schedule below. In this
case, he / she must complete, online, a greeting card with three choices in decreasing order
of pathways, in accordance with the general rules defined in the annexes from02 to 08.
The appeal, thus introduced, will be dealt with in accordance with the pedagogical
conditions required for the 2016-2017 academic year and the reception capacity of higher education
institutions. The results of the appeal are consulted via the dedicated websites.
Reorientation
In the case where the bachelor, directed towards a path subject to the presentation
of a medical certificate of good health or to an interview with a jury, is declared
not admitted, he is redirected towards one of his other choices mentioned on the greetings
card in accordance with the pedagogical conditions required for the 2016-2017 academic year
and the reception capacity of higher education institutions. In this case, the host institution,
on first assignment, is obliged to carry out all the procedure of this reorientation within the framework
of the regional conferences.
To enable the reorientation of these graduates, the institutions concerned must inform bachelor
of their admission or not within 24 hours.
Schedule of pre-registration, recourse and definitive registrations The schedule of pre-registration, recourse and final registration of
new graduates, for the 2016-2017 academic year will be fixed later. Special cases The holders of the baccalaureate obtained with mention
"Excellent" The holder of the baccalaureate obtained with "Excellent" mention completes, online, a card of greetings by mentioning two
(02) choice among the proposed courses, in the respect of the conditions fixed in the series of the baccalaureate: he will be satisfied in the
one of his choices. The holders of the baccalaureate obtained with mention "Very good" The holder of a bachelor's degree with "Very Good"
honors, completes, online, a card of greetings by mentioning four (04) choices among the proposed courses, in the respect of the conditions
fixed in the series of the baccalaureate: he will be satisfied in l one of his choices. Holders of a foreign diploma obtained in 2016 Holders
of a foreign bachelor's degree obtained in 2016 must, before enrolling in a university, make a request for equivalence of their diploma.
The request for equivalence is made via the MESRS website at the following address: https://www.mesrs.dz/les-equivalences.
The equivalence application file includes the following documents: Copy of the bachelor's degree Copy of the transcript of the
bachelor's degree Copy of the identity document Information sheet to fill out online When submitting an application for equivalence,
a bachelor with a foreign bachelor's degree must indicate in the information form the desired course of study. The period of issue
of equivalence is 72 hours after the filing of the complete file online. The bachelor may appear, after 72 hours, at the equivalence
office (M.E.S.R.S. at 11, Chemin Doudou Mokhtar- Ben Aknoun - Algiers), to withdraw the original of its equivalence. He will
have to bring all the original documents listed above. However, a copy of the equivalence, can be transmitted to him, by email, at his request.
Transfers
The bachelor enrolled in August 2016 and who wishes to change the sector, a transfer platform is made available on dedicated websites.
The request for transfer must be mandatory and exclusively online.
After study, a response will reach the concerned.
He must either validate his new registration or maintain his initial registration.
The transfer schedule will be fixed later.
